సీబీఐలో అధికారుల మధ్య ఏర్పడిన విబేధాలు రచ్చకెక్కాయి. దీంతో విపక్షాలు విమర్శనాస్త్రాలు సంధించడంతో మోడీ ప్రభుత్వం దిద్దుబాటు చర్యలు చేపట్టింది. అయితే ఇవి దిద్దుబాటు చర్యలా లేక సీబీఐ ని ఇంకా దిగజా రుస్తాయా అనేది చూడాలి.
ఎందుకంటే లంచం గొడవలో ఇరుక్కున్న సీబీఐ కి వచ్చిన కొత్త బాస్ చుట్టూ చాలా వివాదాలున్నాయి. రాత్రికి రాత్రి ఎలాంటి ఊహాగానాలు లేకుండా సీబీఐ ప్రస్తుత డైరెక్టర్ అలోక్ వర్మను మార్చి తాత్కాలిక డైరెక్టర్ గా మన్నెం నాగేశ్వరరావు (ఐ పీఎస్ ఒడిశా క్యాడర్) నియమించారు. ప్రస్తుత డైరెక్టర్ అలోక్‌వర్మ, ప్రత్యేక డైరెక్టర్ రాకేశ్‌ ఆస్థానాలను కేంద్రం విధుల నుంచి తప్పించింది. వారిని సెలవుపై వెళ్లాల్సిందిగా ఉన్నత వర్గాలు మౌఖిక ఆదేశాలు
జారీచేశాయి.విజయరామారావు తర్వాత సీబీఐ డైరెక్టర్ గా నియమితుడైన మరో తెలుగు వ్యక్తి నాగేశ్వరరావే కావడం గమనార్హం. గతంలో ఆయన తమిళ నాడు సీబీఐ జాయింట్ డైరెక్టర్ గా పనిచేశారు. తెలంగాణలో ని వరంగల్ కు చెందిన వాడు. ఆయన మీద చాలా ఆరోపణలున్నాయి. ఒడిశా లొనే కాదు, తమిళ నాడులో ఆయన అవిని ఆరోపణలున్న అధికారులతో చేతులు కలిపాడని మీడియా రాస్తున్నాడు. ఆయన సీబీఐ లో ఉన్నపుడు తమిళ నాడు చీఫ్ సెక్రటరీ గా ఉన్న ఆర్ రామ్మోహన్ రావుతో కలసి హిందుస్ధాన్ టెలీ ప్రింటర్స్ కు చెంది 12 ఎకరాల విలువయిన భూమిని ఒక ప్రైవేట్ కంపెనీకి కట్ట బెట్టేందుకు నాగేశ్వర రావు పని చేసారని, దర్యాప్తు తాత్సారం చేసారని ఆరోపణ ఉంది. తమిళనాడు మీడియా రిపోర్టుల ప్రకారం, వివాదాస్పదుడయిన నాగేశ్వర రావును అప్పుడు ఆంధ్ర కు చెంది ఒక కేంద్ర మంత్రి సిఫార్సు తో సీబీఐ లోకి తీసుకున్నారు.
పైన బాగా కనెక్షన్లు ఉన్న నాగేశ్వరావు చాలా నేర్పుగా తన మీద వచ్చిన కేసులను, విచారణను ంచి తప్పించుకునే వారు. అయితే తమిళనాడు సిబిఐ లో ఉన్నపుడు ఈ పప్పులు ఉడకలేదు. హందుస్తాన్ టెలిప్రింటర్స్ కు ఛెన్నైలోొ ఉన్న 12 ఎకరాల భూమి అన్యాక్రాంతమయ్యేందుకు అప్పటి ప్రభుత్వంలో ఉన్న తెలుగు అధికారితో కుమ్మక్కయ్యారు. ఈ వ్యవహారం హైకోర్టు వచ్చినపుడు ఆయన వాదించిన తీరు చూసి హైకోర్టు ఆశ్యర్యపోయింది. ఈ మొత్తం వ్యవహారం నష్టం చాలా తక్కువ అని, అది 53 కోట్లకు మించదని చెప్పారు. అయితే, హైకోర్టు చివాట్టు పెట్టింది. తమిళనాడు లో తెలుగు ఐఎఎస్ అధికారితో కలసి ప్రయివేటు పార్టీకి ఇవ్వాలనుకున్న భూమి తమిళనాడుప్రభుత్వాని అని చెప్పింది. హైకోర్టుఇలా చెప్పింది.
“ The property originally belong to State Government assigned to HTL, to set up an industry. The SIDCO, through which Government has assigned the land to HTL has given NOC to sell the property subject to discharge of HTL. చివరకు నాగేశ్వరరావు అవినీతి మీద, అతని ద్యర్యాప్తు తీరు మీద నాటి సిబిఐ డైరెక్టర్ కు ఫిర్యాదు వెళ్లింది.అందులో ఇలా రాశారు. హెచ్ టి ఎల్ ఆస్తులను విజిఎన్ సంస్థకు కట్టబెట్టడంలో నాటి చీఫ్ సెక్రెటరీ ఆర్ రామ్మెహన్ రావు, నాగేశ్వర రావు బాగా ముడుపులు స్వీకరించారని ఫిర్యాదులో పేర్కొన్నారు. ఇపుడాయే సిబిఐ బాస్ అయ్యారు. ఫిర్యాదులొ ఏమి రాశారో చూడండి.
“Though the FIR (VGN) was registered on 28.12.2016, Shri.Nageswara Rao, failed to instruct the I.O. to conduct any search operations in connection with the case. Due to this serious lapse, sources say, some serious evidence of bribery by the VGN Developers to various state and central government officials was lost and the said evidence was published in media last week. Instead of allotting this case for investigation to an I.O. of police / investigation background, Shri.Rao, assisgned the investigation of this sensitive case to one Shri.Velayutham, who is a deputee from Indian Bank for reasons best known to him.
Shri.Nageswara Rao, failed to issue any clear instructions with regard to the investigation of this case or monitor the progress of this investigation. However, he had ensured that he is always kept in the loop with regard to any developments. Though the allegation as per the FIR is that the land in dispute which was purchased by VGN developers was purchased below market price, there are widespread allegations of the involvement of two senior IAS officers of TN cadre who facilitated issuance of NOC for the sale. Sources also claim that one Ram Mohana Rao, who was a former Chief Secretary of TN government had also received sizeable money from VGN promoters.
However, no investigation whatsoever has been conducted in this regard. Further, as per sources, VGN Developers sent part of the bribe amount of Rs.2 crores intended for the SBI officials through one Ganesh Raj, retired Assistant General Manager of SBI. Rs.80 lakhs of the bribe amount was sent by VGN Developers to HTL account. From the HTL account, the above mentioned Ganesh Raj transferred the amount to his account, later encashed the same and handed over the bribe amounts in cash to A.1 Leon Therattil and A.2 Ramadoss. A simple verification of the bank accounts of Ganesh Raj and HTL would have revealed evidence of bribery. But, Shri.Nageswara Rao, chose not to touch any crucial area of investigation.
Now, according to sources, Shri.Nageswara Rao had instructed the I.O Shri.Velayutham to give a closure report in the above RC and accordingly a report stating that the Bank has not suffered any loss, the amount due is recovered and no further action is required has been given and the same has been approved and sent to Delhi by Shri.Nageswara Rao. Sources also reveal that Shri.Nageswara Rao, is strongly connected with the Telugu officers in Tamil Nadu and is in the habit of passing on several sensitive information to the officers. One such officer who is regularly in touch with Shri.Nageswara Rao, is former Chief Secretary of TN, Shri.Ram Mohana Rao.”
అర్ధరాత్రి బాధ్యతలు స్వీకరించిన కొత్త డైరెక్టర్ నాగేశ్వరరావు రంగంలోకి దిగారు. మంగళవారం రాత్రి 1.15 నిమిషాలకు ఢిల్లీ పోలీసులు సీబీఐ కార్యాలయాన్ని చుట్టుముట్టారు. అప్పుడు కొత్త డైరెక్టర్ ఆఫీసులోకి ఎంటరయ్యారు. రాగానే 11 వఫ్లోర్ లోని సీబీఐ డైరెక్టర్ కార్యాలయాన్ని, స్పెషల్ డైరెక్టర్ కార్యాలయాన్ని అదుపులోకి తీసుకున్నారు. 10 ఫ్లోర్ ని కూడా అదుపులోకి తీసుకొని సోదా చేస్తున్నారు. గురువారం మధ్యాహ్నం 2 గంటల వరకు కూడా పూర్తి వివరాలు బయటకు తెలిసే అవకాశం లేదు.
దాదాపు 11 గంటలుగా సోదాలు కొనసాగుతున్నాయి. సీబీఐ అంటేనే అవినీతి అధికారులకు హడల్. అటువంటిది సీబీఐ అధికారులు తమ ఆఫీసులోనే అవినీతి అధికారుల పై సోదాలు చేయడం చర్చనీయాంశమైంది. అలోక్ వర్మ తనను తప్పించడం పై సుప్రీం కోర్టులో పిటిషన్ వేశారు. శనివారం సుప్రీం కోర్టు ఈ పిటిషన్ ను విచారించనుంది.
సీబీఐ ప్రస్తుత జాయింట్ డైరెక్టర్ గా పనిచేస్తున్న నాగేశ్వరరావుకు పదోన్నతి కల్పించి ఇంఛార్జీ డైరెక్టర్ గా నియమించారు. 1986 బ్యాచ్ కి చెందిన ఒడిశా కేడర్అధికారి. ఆయన స్వస్థలం వరంగల్ జిల్లా మంగపేట మండలం బోర్ నర్సాపూర్. ఆయన ఓయూలో పిజి పూర్తి చేశారు.
చంద్రబాబు, రేవంత్ లాంటి వాళ్లకు చుక్కలు తప్పవా ?
మన్నెం నాగేశ్వరరావు పక్కా మోదీ మనిషి అన్న ప్రచారం ఉంది. ఈ నేపథ్యంలో ప్రత్యర్థుల మీద మరింతగా సిబిఐ విరుచుకుపడుతుందా అన్న అనుమానాలు అప్పుడే రాజకీయ వర్గాల్లో రేగుతున్నాయి. కేంద్రంలో ఉన్న మోదీకి నేడు చంద్రబాబు బద్ధ శత్రువుగా మారిపోయారు. చంద్రబాబుకు అనుంగు శిష్యుడు రేవంత్ రెడ్డి. రేవంత్ రెడ్డి ఇప్పుడిప్పుడే జాతీయ స్థాయిలో గుర్తింపు తెచ్చుకుంటున్నాడు. చంద్రబాబు, రేవంత్ తెలుగు రాష్ట్రాల్లో వేరువేరు పార్టీల్లో ఉన్నప్పటికీ గురు శిష్యులే అన్న ప్రచారం ఉంది.
దీంతో ఇప్పటికే వివాదాల్లో చిక్కిన సిబిఐ ఈ సమయంలో మరింతగా రెచ్చిపోయి ప్రత్యర్థులను దెబ్బతీసేలా దానికి మోదీ సర్కారు కోరలు తొడగవచ్చన్న చర్చ ఉంది. అదే జరిగితే దేశంలో మోదీకి ఇప్పుడు త్రెట్ గా ఉన్న చంద్రబాబుపైనే సిబిఐని ప్రయోగించే చాన్స్ ఉందంటున్నారు. అంతేకాకుండా ఓటుకు నోటు కేసులో డబ్బు పంపిణీ అంశాన్ని తెర మీదకు తెచ్చి సిబిఐ ఉచ్చులో చంద్రబాబును, రేవంత్ ను ఇరికిస్తారేమోనని ఆంధ్రా రాజకీయాల్లో ఇప్పటికే టాక్ మొదలైంది.
చూడాలి మరి కొత్త సిబిఐ ఆఫీసర్ ఏం చేస్తాడన్నది.???
